The file excli32.exe, known as Express Meter Client, belongs to software Express Meter Client by Express Metrix. The Express Meter Client is a component of the Express Software Manager, which is software for metering and control in a terminal server environment and non-terminal server environment. In the terminal server environment, the Express Client is installed on the terminal server machine. A separate instance of the metering/ control client is run for each client machine that connects to the terminal server. The metering data are attributed to the connecting client, which is exactly the same as if each connecting client has its own Express client running. The Express Software Manager provides comprehensive and detailed software usage statistics that enable the user to avoid purchasing and supporting applications that are not being utilized. It determines how often and by whom specific applications are being used, identifies unused and underutilized licenses, and collects detailed software usage statistics that include start time, stop time, idle time, and peak usage.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. excli32.exe. is used by Express Software Manager, If you shut down excli32.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop excli32.exe, permanently you need to uninstall the application that runs this process which in this case is Express Software Manager, from your system.
