The emclisrv.exe file is an executable process that is packaged with the Express Software Manager Client application. Developed by Express Metrix, the Express Software Manager Client is an applet that is built into the Express Software Manager, which is a program designed to provide system administrators with a set of features for managing software licensing data of small to large scale computer networks. The Express Software Manager Client and the emclisrv.exe process work together in gathering required data from client computers and devices that are connected to the network, and these pieces of data include information about the various programs installed in those client computers and devices, along with its corresponding software licensing details.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. emclisrv.exe. is used by Express Software Manager Client, If you shut down emclisrv.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop emclisrv.exe, permanently you need to uninstall the application that runs this process which in this case is Express Software Manager Client, from your system.
