The file elockserv.exe, known as Acer eLock Management, belongs to software Acer Empowering Technology by Acer. This technology consists of a set of tools and programs that are built into specific models of laptops and desktops from Acer, and program contents may vary for different models. It features a tool called Acer Widget icon that can be minimized or expanded with a single mouse click. The widget view mode features an active screen that shows seven icons, each representing a program that the users can access with a single click. The exit mode inactivates these icons and switches off the backlight. Another component of this empowerment technology is Acer ePower Management that depicts the remaining battery life in the laptop, power plan choices for high performance, power saver, or balanced power supply, and options for setting CPU speed, powers supply source (battery or plugin power), LCD brightness, and wireless LAN/ wired LAN on and off status.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. elockserv.exe. is used by Acer Empowering Technology, If you shut down elockserv.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop elockserv.exe, permanently you need to uninstall the application that runs this process which in this case is Acer Empowering Technology, from your system.
