This means the ctxmagic.dll module is placed in the system as a pre-installed component of these Compaq laptops, desktops and mobile devices. The ctxmagic.dll module is specifically integrated into these Windows-based computers as the Compaq RingMaster library, which assists its firmware resources and driver software utilities in integrating the embedded functionalities of the HP remote control tools equipped into these devices. The ctxmagic.dll file is also included as one of the modular components and resource libraries packaged into the installer distributions of these Compaq firmware resources and drivers, which are available in CDs, DVDs and as downloadable standalone installers from the Compaq/HP support website.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ctxmagic.dll. is used by Compaq RingMaster Library, If you shut down ctxmagic.dll, it will likely start again at a later time either after you restart your computer or after an application start.
