The ctcdshell.dll file is a Dynamic Link Library (DLL) module that is implemented into the system by the CopyToDVD software, which is a Windows program classified as a multimedia disk authoring tool that is distributed by VSO as a shareware application with a set of features for converting digital content into widely supported DVD formats, and for burning these content materials unto optical media disks like CDs, DVDs and Blue-Ray disks. The ctcdshell.dll module is specifically deployed into the system by the CopyToDVD software as the CopyToCD Shell Integration library, which is referenced by the CopyToDVD program, in order to assist in the implementation of its control panel options and context menu items into the shell of Windows Explorer and into the UI (User Interface) of this multimedia disk authoring tool. The ctcdshell.dll module is placed in the system upon the installation of the CopyToDVD software, starting with version 4 of this multimedia disk creation utility.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ctcdshell.dll. is used by VSO CopyToDVD and CopyToCD Shell Integration Library, If you shut down ctcdshell.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop ctcdshell.dll, permanently you need to uninstall the application that runs this process which in this case is VSO CopyToDVD and CopyToCD Shell Integration Library, from your system.
