The cmicnfg3.cpl file is a process that is bundled with the CMICNFG Dynamic Link Library module, which was developed by C-Media. This means the cmicnfg3.cpl process and other code as well as associated files of the CMICNFG Dynamic Link Library module are initialized when a C-Media program calls on these resources to provide users with the set of features they requested from the application. This means RAM and CPU resources are conserved in this operation, because the code in these files are loaded unto the system and not directly opened and launched.
