The clbwat.dll file is a Dynamic Link Library (DLL) module that is implemented into server and client workstations that run on widely used versions of Microsoft Windows by the HP StorageWorks suite of applications, particularly the HP Cluster Extension (CLX) software, which is a cross platform program classified as a network data protection and recovery tool. The clbwat.dll file is placed in the client or server system upon the installation of the HP Cluster Extension software, which is in turn integrated into the system upon the installation of the HP StorageWorks suite of network data storage and management programs. The clbwat.dll file is specifically deployed as the ClusterExt module, which is a library that the HP Cluster Extension software references whenever it needs to implement its automated or manual fail-over retention and data recovery functionalities into client and server systems, particularly during and after client or server computer hardware failures or system crashes.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. clbwat.dll. is used by HP StorageWorks and HP Cluster Extension and ClusterExt Module, If you shut down clbwat.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop clbwat.dll, permanently you need to uninstall the application that runs this process which in this case is HP StorageWorks and HP Cluster Extension and ClusterExt Module, from your system.
