The bar.dll file is the process called AlibabaIEToolBar that is used by the application AlibabaIEToolBar developed by Alibaba. This DLL or dynamic link library file is located in the C:\Program Files subfolder. The size of the file is 389,120 bytes. This DLL file is a BHO [browser helper object] that automatically executes when you start the Internet browser. Personal firewalls often do not block these BHOs because they are recognized by the firewall as the browser itself. This BHO has the unique ID 850B69E4-90DB-4F45-8621-891BF35A5B53 or EE392A64-F30B-47C8-A363-CDA1CEC7DC1B. The program does not have a visible windows. The bar.dll process can record inputs and monitor programs. It is not a system file for Windows. Alibaba.com is a company that offers B2B E-commerce. Alibaba mainly functions by connecting a directory of Chinese manufactures to other companies worldwide who are in need of suppliers. Yahoo is reported to be a current shareholder of the parent Alibaba Group.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. bar.dll. is used by Alibaba, If you shut down bar.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop bar.dll, permanently you need to uninstall the application that runs this process which in this case is Alibaba, from your system.
