The actser.sys process is a Windows system file. The actser.sys process is also known as an Actser Filter Driver which was developed by Siemens AG. A filter driver is included with the operating system to work with peripheral devices or computer hardware. All editions of Windows contain filter drivers. These are hardware driver add-ons that add a certain function to specific hardware. Modems, keyboards, web cameras, computer mice and the like have specific filter drivers connected to function with the hardware’s own drivers. Filter drivers do not and should never alter the hardware’s main features. A filter driver’s primary function is to add features to the hardware, not to alter its primary purpose. As in the case of a keyboard still able to input text and a web camera still able to input moving images. A filter driver can add a feature like that of keyboard hotkeys.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. actser.sys. is used by Actser Filter Driver, If you shut down actser.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop actser.sys, permanently you need to uninstall the application that runs this process which in this case is Actser Filter Driver, from your system.
