The webclnt.dll process is a modular DLL (Dynamic Link Library) file that is used and referenced by Microsoft Windows. This means Microsoft Windows references the program logic data stored in the webclnt.dll file whenever it needs to implement certain functionalities embedded in the Windows Web DAV Service module.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. webclnt.dll. is used by Microsoft Windows and Windows Web DAV Service Module, If you shut down webclnt.dll, it will likely start again at a later time either after you restart your computer or after an application start. To stop webclnt.dll, permanently you need to uninstall the application that runs this process which in this case is Microsoft Windows and Windows Web DAV Service Module, from your system.
