The tvcapsvc.exe process is an executable program file packaged with other EXE application resource processes, some system driver items, certain modular DLL (Dynamic Link Library) files, specific background processes and various associated resource components that are required by the HP MediaSmart TV software. This is a Windows application classified as a TV multimedia program that was developed by CyberLink as a bundled application with the firmware distributions and driver software components of certain HP laptop models. The tvcapsvc.exe process is specifically deployed as a resource process of the CLCapSVC module, which is an applet built into the HP MediaSmart TV software. The tvcapsvc.exe file is placed in the system upon the installation of the HP MediaSmart TV program, which is done upon the integration of the associated firmware distributions and driver software resources of compatible HP laptops. This means the tvcapsvc.exe process is implemented into the installer packages of these HP firmware distributions and device driver software components.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. tvcapsvc.exe. is used by HP MediaSmart TV and HP CLCapSVC Module, If you shut down tvcapsvc.exe, it will likely start again at a later time either after you restart your computer or after an application start.
