The rasl2tp.sys file is a driver that is called as RAS L2TP Mini-Port/Call-Manager Driver, or popularly known as WAN Miniport (L2TP). This driver is a product by Microsoft Corporation, and a part of the software that makes up the Windows Operating System. Therefore, this file is signed by Microsoft Time-Stamp Service as well as VeriSign Time Stamping Service, making it more authentic for Windows OS. Speaking which, this driver that includes the rasl2tp.sys file, is compatible with both earlier and later versions of Windows OS, like Windows 98, Windows 2000, Windows XP, and Windows NT. The WAN Miniport is used for dial-up, Local Area Network or LAN, and other ports for connectivity. This file program is usually pre-installed, and during startup of the Windows system, it automatically starts as long as Network Interface Card (NIC) or associated modem is available. This file is mostly found in the folder C:\Windows\System32\drivers, and considered a core system file of Windows.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. rasl2tp.sys. is used by RAS L2TP Mini-Port/Call-Manager Driver or WAN Miniport, If you shut down rasl2tp.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop rasl2tp.sys, permanently you need to uninstall the application that runs this process which in this case is RAS L2TP Mini-Port/Call-Manager Driver or WAN Miniport, from your system.
