The msblico.exe process is an executable program file integrated into the installer distributions of the MSN Messenger software as one of its EXE resource files, and this process specifically assists the MSN Messenger installer to implement its program integration procedures into the Windows-based system, particularly for placing its desktop shortcut icons during the installation process of the MSN Messenger application. This means the msblico.exe process is activated upon the execution of the installer distribution packages of the MSN Messenger software, which also means the msblico.exe file is included in the component files and libraries that are bundled into these installer distributions. The msblico.exe file may be left in the system by the MSN Messenger installer upon the integration of this IM (Instant Messaging) software into the system, though after the MSN Messenger program has been successfully installed in the system, the msblico.exe process does not normally activate or operate as a background process during system runtime or whenever the MSN Messenger application is actively running in the system.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. msblico.exe. is used by MSN Messenger Installer, If you shut down msblico.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop msblico.exe, permanently you need to uninstall the application that runs this process which in this case is MSN Messenger Installer, from your system.
