The lockmgr.exe process is an executable file that is bundled with the other program files and modules of the IBM Rational ClearCase software, which is a program that is generally classified as an application development and management tool with a set of integrated functionalities for implementing version control and parallel development workspace support among other features into software development projects. The lockmgr.exe process serves as the executable applet dispatcher file for one of the toolkits that is built into the IBM Rational ClearCase software, which means the IBM Rational ClearCase application activates the lockmgr.exe process when the system or the user requests access to the functionalities associated with the lockmgr.exe process and the applet or tool it corresponds to. This is done in order for the lockmgr.exe process to call on other required program files and modules for integrating the requested features of the user or system into the IBM Rational ClearCase software.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. lockmgr.exe. is used by IBM Rational ClearCase, If you shut down lockmgr.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop lockmgr.exe, permanently you need to uninstall the application that runs this process which in this case is IBM Rational ClearCase, from your system.
