The ipsecdialer.exe process is an executable file that is bundled with the program files and modules used by the Cisco VPN client software for performing its intended operations in the supported Windows-based client computer. The Cisco VPN Client application is a program that was designed by Cisco to serve as an application that can be installed in a client computer, in order to provide the Cisco VPN subscriber with access to the VPN (Virtual Private Network) resources that are provided by Cisco. The Cisco VPN Client software is integrated with a set of features that enables Cisco VPN subscribers to enter the secure Virtual Private Network and access its resources. The ipsecdialer.exe process and the Cisco VPN Client software are implemented with compatibility support for widely used versions of Microsoft Windows.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ipsecdialer.exe. is used by Cisco VPN Client, If you shut down ipsecdialer.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop ipsecdialer.exe, permanently you need to uninstall the application that runs this process which in this case is Cisco VPN Client, from your system.
