ICQ Library or ICQ Application or ICQ Network Messaging Application is the term referred to the process icq.exe, which is an executable or EXE file type, and is a part of the software product known as ICQ, also the version ICQ6, which is developed by ICQ, Inc. ICQ is a communication program that is designed and used to allow users communicate with each other through the World Wide Web, or via Internet connectivity. The icq.exe file is a core component of the application that is responsible in enabling the online messaging or instant messaging service of the software, plus the ability to transfer or share files between chatters or users. The icq.exe file is downloadable in most versions of Microsoft Windows operating systems,including Windows 8, Windows 7, Windows XP, Windows Vista, Windows Server 2003, Windows 2000, Windows NT, and Windows ME, which are produced by Microsoft Corporation.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. icq.exe. is used by ICQ or ICQ6, If you shut down icq.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop icq.exe, permanently you need to uninstall the application that runs this process which in this case is ICQ or ICQ6, from your system.
