The frw3.tmp file is the process frw3.tmp. It is not a system process. It is a not a core file for Windows that means the operating system does not need this process to run. This is not a visible program. This file can record inputs. A temporary file is found in a temporary directory or folder. The contents of a temporary folder is automatically deleted by some programs and several operating systems at regular intervals or upon bootup. This is a standard procedure employed for system administration that includes freeing up some memory used from the storage [typically the disk drive]. A temporary folder is advised for security reasons considering temporary files with history of security weakness caused by programs with race conditions or incorrect file permissions.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. frw3.tmp. is used by frw3.tmp, If you shut down frw3.tmp, it will likely start again at a later time either after you restart your computer or after an application start. To stop frw3.tmp, permanently you need to uninstall the application that runs this process which in this case is frw3.tmp, from your system.
