The fnetmon.sys is the process called Panda FNetMon that is used by the application Panda Network Manager created by Panda Software [now Panda Security SL]. This process file is a driver. A driver is an application that allows the computer to interact with connected or hardware devices. It is dependent of hardware and is operating-system-specific. This program does not use a visible window. It is not a core file for Windows. The fnetmon.sys file has a digital signature from Panda Security S.L. with certificate issued by VeriSign Time Stamping Services Signer – G2. The process automatically starts on drivers installed. Panda Software offers security solutions for enterprises and home users that provides protection against malware and cybercrime that damage IT systems including spyware, spam, hackers, harmful Web content, dialers and WiFi intrusions. It has a trademark technology called TruPrevent that blocks intruders and unknown viruses.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. fnetmon.sys. is used by Panda Network Manager, If you shut down fnetmon.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop fnetmon.sys, permanently you need to uninstall the application that runs this process which in this case is Panda Network Manager, from your system.
