The file errorhandler.exe, known as SysMon, belongs to software System Monitor Service by System Service. System Services are programs that load automatically as part of an application's startup process or the operating system startup process to support the different tasks required of the operating system. System Monitor is a component of System Service that enables the user to measure the performance of the computer or other computers in the network. It enables the user to collect and view the real-time performance data of a local computer or several remote computers, and view the data collected either currently or previously from a counter log. Data is presented in a printable graph, histogram, or report view. The collected information and reports enables the user to evaluate and establish the usage of hardware resources and the activity of system services on computers that are being administered in the network. System Monitor can be programmed to collect information based on the type of data, for example, performance objects and performance counters, and the source of data, which can be the local computer or other computers in the network.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. errorhandler.exe. is used by System Monitor Service, If you shut down errorhandler.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop errorhandler.exe, permanently you need to uninstall the application that runs this process which in this case is System Monitor Service, from your system.

After uninstalling applications it is a good idea to scan you Windows registry for any left over traces of applications. Registry Reviver by ReviverSoft is a great tool for doing this.

A process usually a part of an installed application such as System Monitor Service, or your operating system that is responsible for running in functions of that application. Some application require that they have processes running all the time so they can do things such as check for updates or notify you when you get an instant message. Some poorly written applications have many processes that run that may not be required and take up valuable processing power within your computer.
