The eacfilt.sys file is a system utility process that is deployed alongside the ISP (Internet Service Provider) client management tools of Nortel Networks, and this ISP management software is provided by Nortel Networks to the subscribers of its voice and data subscription plans. The eacfilt.sys file is also packaged into the firmware and driver software resources of certain modems and other digital voice communications and network devices that are distributed by Nortel Networks for customers of their voice and data subscription plans. The eacfilt.sys file is placed in the system upon the installation of this ISP management client software or upon the installation and configuration of these firmware and driver software components. The eacfilt.sys file and these applications from Nortel Networks are implemented with compatibility support for computers that run on widely used versions of Microsoft Windows.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. eacfilt.sys. is used by Nortel Client and Nortel Filter Driver for CVC Module, If you shut down eacfilt.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop eacfilt.sys, permanently you need to uninstall the application that runs this process which in this case is Nortel Client and Nortel Filter Driver for CVC Module, from your system.
