The file devmgrsrv.exe, known as Bluetooth Device Manager, belongs to software Motorola Bluetooth. Bluetooth is an automatic, wireless connection that is based on radio frequency standards. It transmits data via low power radio waves and communicates on a frequency of 2.45 gigahertz, which is the frequency band that has been set aside by international agreement for the use of industrial, medical, and scientific devices. Motorola Bluetooth software, which is developed for Windows-based personal computers, allows seamless connectivity to a new generation of devices that include mobile devices, ear buds, smart handhelds, printers, studio headsets, mice, digital cameras and other Bluetooth-enabled devices. This application supports USB 1.0 and 2.0 interface, Windows Vista and XP platforms, and is compliant with Bluetooth core specification v.1.1, v.1.2, v.2.0+EDR and v.2.1+EDR. It has an easy-to-use Internet Explorer interface and has tools to synchronize personal information between a PC and a mobile device.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. devmgrsrv.exe. is used by Motorola Bluetooth, If you shut down devmgrsrv.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop devmgrsrv.exe, permanently you need to uninstall the application that runs this process which in this case is Motorola Bluetooth, from your system.
