What is devices.exe
DriverMax, a computer utility for updating, restoring, and managing installed drivers in the computer, has devices.exe as its core background process. This executable file is from Innovative Solutions and its main function is to monitor installed drivers on the computer, uploads driver files if prompted by user, updates driver if necessary, and open the windows for the DriverMax application. When running, devices.exe does not pull up a separate window of its own and may use up 16 MB to 38 MB of memory, and might slow down the computer. When not in use, disabling this process may be possible, but not to completely remove it out of the system as this executable program is necessary for DriverMax to work. Since devices.exe is not a Windows core component, it can be removed without affecting the operating system. It is located within the Program Files folder of the local drive directory.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. devices.exe. is used by DriverMax, If you shut down devices.exe, it will likely start again at a later time either after you restart your computer or after an application start.
