Hi,

There might be multiple factors affecting the normal working of Start Menu, so you can try the below steps to resolve your issue:
  1. Open Windows PowerShell as Administrator
    1. Right click Start button
    2. Choose Command prompt (Admin)
    3. Key in Powershell in the black window and hit Enter
  2. Paste the following command in the Administrator: Windows PowerShell window and press Enter key:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  3. Wait for PowerShell to execute and complete the command. Ignore the few errors (in red color) that may pop up.
  4. When it finishes, try hitting Start and hopefully it’ll start working.windows 10 start button and menu

Another thing you can try is running the following command in an elevated command prompt, to run the System File Checker.
  1. Open Command prompt in Admin mode.
  2. Type the command sfc /scannow
  3. Restart after the scan is over and see if it helped.
If it doesn't work, then you can try the below methods as well:

1. Sign out and Sign in
Sign out and Sign in or restart your PC and see if the problem goes away.
2. Automatic Repairs
If your PC prompts for Automatic Repair, continue with it and let Windows carry it out.

For the mouse and keyboard, try running the PC in safe mode and then follow the below steps:

1. While booting press F8, the key might vary depending on the motherboard manufacturer, to enter BIOS.
2. While in BIOS, you need to navigate to Advanced settings, locate USB configuration and disable USB 3 support. Depending on your manufacturer, you might have to take different route to disable USB 3 support.
3. Save and exit.
Your computer will now restart and if keyboard and mouse aren’t working try plugging them in into different USB ports.
4. If your keyboard or mouse starts working, go to Settings -> Device Manager.
5. Find USB controllers with exclamation mark next to them, disable and enable them again, and everything should start working normally.

I hope this helps.

Regards,
Lokesh
