It depends on what you're asking. By default, hitting the Windows Key should open Start Menu Reviver Start menu. If not, you can change this by opening Start Menu Reviver, Clicking on the Settings icon (Cog), Click on "Start Menu Settings", the click on "Advanced", and finally checking that "Desktop:"Show Start Menu Reviver" is checked.
If you are asking specifically for the Windows 8.1 Start Menu to show (so effectively the Moden UI Start Screen), simply unckeck this check box. This will take you to the default Windows Start Screen when you hit the Windows Key.
