Startmansvc.exe runs as a system account in the background with local computer extensive privileges to act and represent the computer within the network. The StartMan Application runs in the later Microsoft Windows XP versions. StartMan Application is developed by PC Tools, a full program of antivirus and antispyware suite designed to protect the computer from all known viruses and worms, Trojans and other harmful threats while defending the system against spyware, adware, keyloggers and all known malware. Startmansvc.exe monitors and blocks malware in real-time. Its spider scanning technology identifies and removes threats in minutes, and warns about unsafe and phishing websites while displaying safety ratings in the search results. Regular product upgrades and automatic updates ensure protection from the latest threats.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. startmansvc.exe. is used by StartMan Application, If you shut down startmansvc.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop startmansvc.exe, permanently you need to uninstall the application that runs this process which in this case is StartMan Application, from your system.
