What is  sprtcmd.exe

Dell Support Center Updates is a process that gets installed on the PC by executing the file sprtcmd.exe. The file can be found installed on Dell computers. A number of Internet Service Providers also install the file for their clients as part of the SupportSoft software, which is basically used by your ISP to diagnose Internet connections via remote access. The file has a general disk image path of C:\Program Files\Dell\DellComms\Bin\sprtcmd.exe. Command line that executes with every system boot is “C:\Program Files\Dell\DellComms\Bin\sprtcmd.exe” /P DellComms. For Dell computers, the file serves as the update service for your Dell software. The file generally works in much the same way as other update applications: search the Internet for ready-to-download updates that are compatible with your software, alert the user about the updates that can be downloaded, and then proceed as instructed by the user; meaning, download updates and install, download updates but alert user first before installing, or never download no update software.

How can I stop sprtcmd.exe and should I?

Most non-system processes that are running can be stopped because they are not involved in running your operating system. sprtcmd.exe. is used by Dell Support Center Updates, If you shut down sprtcmd.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop sprtcmd.exe, permanently you need to uninstall the application that runs this process which in this case is Dell Support Center Updates, from your system.
