The file nlsvc.exe is NetLimiter 2 Service from Locktime Software, and is an executable process in the application NetLimiter Pro 2. This application is software for Internet traffic control and monitoring. The application supports setting of download/upload transfer limits for internet applications and connections. It can monitor internet traffic using a comprehensive set of internet statistical tools that show long-term per-application internet traffic statistics and real-time internet traffic. Users can impose control on the internet traffic by imposing filters that define rules for groups of connections or applications, or enforce a connection blocker to deny certain applications from connecting to or from any network or zone. Other tools that improve monitoring and control are the remote administration capability that allows users to monitor and control computers remotely from one place and the permissions editor that lets the user choose and authorize persons who can monitor or control network traffic.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. nlsvc.exe. is used by NetLimiter Pro 2, If you shut down nlsvc.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop nlsvc.exe, permanently you need to uninstall the application that runs this process which in this case is NetLimiter Pro 2, from your system.
