The ncoeenv.exe file is an executable component process of the IBM Rational Suite Enterprise software, which is comprised of a set of network application development tools that can allow groups of developers to efficiently monitor and manage their software development projects. The ncoeenv.exe process is specifically deployed as one of the utility components of the IBM Rational Suite Enterprise application, and the ncoeenv.exe file is activated by the IBM Rational Suite Enterprise program whenever it needs to implement certain functionalities embedded in this file's associated modular and application-specific resources. The ncoeenv.exe process, upon its execution, calls on these associated program files and references required modular system resources and program-specific modules in order to carry out the requests of the IBM Rational Suite Enterprise software.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. ncoeenv.exe. is used by IBM Rational Suite Enterprise, If you shut down ncoeenv.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop ncoeenv.exe, permanently you need to uninstall the application that runs this process which in this case is IBM Rational Suite Enterprise, from your system.
