The program mp3enc.exe is an executable process in the application Wavepad Audio Editing Software, which is free editing software for Windows. This application is a full-featured music and professional audio editor that enables users to edit and record voice, music, and other audio recording. When editing audio files, it allows cutting, copying, and pasting parts of recordings. It contains tools like spectral analysis (FFT), text-to-speech synthesis, and voice changer. Recordings can be enhanced by the addition of audio effects like amplification, reverb, equalize, echo, and noise reduction. Although this application is used primarily as a wav or mp3 editor, it supports almost all audio and music formats like gsm, wma, vox, ogg, flac, aac, m4a, mid, real audio and more, and sample rates from 6 to 196 kHz, 8, 16, 24, or 32 bits, in both stereo and mono. It works directly with Express Burn CD Recorder and MixPad multi-track audio mixing.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. mp3enc.exe. is used by Wavepad Audio Editing, If you shut down mp3enc.exe, it will likely start again at a later time either after you restart your computer or after an application start.
