The hcf_msft.sys file is the process called Modem that is part of the application Modem by Conexant Systems. This process file is a driver. This file has a digital signature from Microsoft Windows Component Publisher with certificate issued by Microsoft Timestamping Service. This program is not visible. A driver is a computer application that controls or operates a certain device connected to the computer. It communicates with the device usually through a communications subsystem or a computer bus that is connected to the hardware. It directs commands to the connected device when a program calls for it for a routine or series of instructions. When the device sends data back, the driver will send instructions to the calling program. A driver is operating-system-specific and dependent on hardware. It acts as translator between the operating system or application and the hardware to simplify programming.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. hcf_msft.sys. is used by Modem, If you shut down hcf_msft.sys, it will likely start again at a later time either after you restart your computer or after an application start. To stop hcf_msft.sys, permanently you need to uninstall the application that runs this process which in this case is Modem, from your system.
