The flashutil9c.exe file is the process called Adobe Flash Player Helper with version 9.0 r45 that is used by the application Flash Player Helper created by Adobe Systems. There is no visible window for this program. The flashutil9c.exe file has a digital signature from Adobe Systems Incorporated with certificate issued by VeriSign Time Stamping Services Signer. It is a non-system process that originates from the software installed in the system. It is not a core file for Windows that means the operating system does not require this process to run. The process automatically starts on running processes and Current User Runonce (+ subkeys). Adobe Flash Player is a cross-platform browser add-on that delivers 3D or 2D hardware-enhanced graphics by Adobe that offers low level Stage 3D APIs with advanced rendering for interactive applications that can be used by framework developers to enhance user experience especially for mobile screens.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. flashutil9c.exe. is used by Flash Player Helper, If you shut down flashutil9c.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop flashutil9c.exe, permanently you need to uninstall the application that runs this process which in this case is Flash Player Helper, from your system.
