The altsvc.exe process file is a property file of COM+ Alerter Service software which is also known as Netbios Helper Service. This COM+ Alerter Service software is used by Microsoft Windows to alert users about certain security risks, unauthorized accesses, and other possible computer system issues. The alerts come from a designated server. This server sends this alert to the user’s computer. The process file can be easily located on the Windows computer’s C:\Windows\System32 folder with file size of 13,312 bytes on both Windows 7 and Windows XP operating systems. There is no window display when this file is running so it runs in the background without the user noticing or sometimes not even knowing the file exists. This file is also not a recognised file on the Windows folder and is not considered a Windows core file making it technically risky at 70%.

Most non-system processes that are running can be stopped because they are not involved in running your operating system. altsvc.exe. is used by COM+ Alerter Service or Netbios Helper Service, If you shut down altsvc.exe, it will likely start again at a later time either after you restart your computer or after an application start. To stop altsvc.exe, permanently you need to uninstall the application that runs this process which in this case is COM+ Alerter Service or Netbios Helper Service, from your system.

A process usually a part of an installed application such as COM+ Alerter Service or Netbios Helper Service, or your operating system that is responsible for running in functions of that application. Some application require that they have processes running all the time so they can do things such as check for updates or notify you when you get an instant message. Some poorly written applications have many processes that run that may not be required and take up valuable processing power within your computer.
