I believe you can simply rename the file extension from Excel to .inp

The inp file extension is related to text files that contain input geographical information for several geographic information system (GIS) programs, including ESRI ArcView (also known as ArcGIS for Desktop Basic).
How to open it:
ArcGIS for Desktop Basic (formerly known as ArcView) is GIS (geographic information system) application used to visualizing, managing, creating, and analyzing geographic data. ArcView is a part of the ArcGIS Desktop. ArcView supports creation of interactive maps, spatial analysis, GIS deployment, map viewing and navigation, map printing etc.

I have a whole folder of INP files and I deleted or hidden GIS files from the version of ArcGis I had, it is possible that extension has converted them to the extension INP
